The National Police Chiefs’ Council AI Strategy 2025 sets a clear ambition to make policing in England and Wales a leader in the responsible use of artificial intelligence to enhance crime prevention, detection and investigation. It emphasises that AI should be deployed in a way that boosts effectiveness while protecting public trust, operating ethically, transparently and lawfully in line with agreed principles such as accountability, explainability and evidence-based practice. The strategy recognises both the transformative potential of AI technology and the risks it brings, including ethical and privacy concerns, and aims to balance innovation with robust governance and public engagement.

To deliver on this vision, the strategy outlines governance and oversight structures — including national delivery boards and independent advisory functions — and sets out a roadmap of key deliverables through to 2027, such as establishing a national AI lab and providing guidance to help local forces evaluate and build capability with AI tools. This framework fits into broader efforts to modernise policing through science and technology, positioning forces to respond to emerging challenges, improve productivity, and guard against the criminal misuse of AI while maintaining community confidence.
